Hyginus Uche Omeje, a retired Deputy Corps Marshal (DCM) of the Federal Road Safety Corps (FRSC), has joined the board of Trustees of Health Emergency Initiative (HEI), a non-governmental organisation focused on health emergency management, rescue, and safety of citizens.

This was revealed during the board’s meeting on July 31, 2026, following the recommendation of the Board’s Ethics and Governance Committee.

An accomplished road safety professional with over 30 years of progressive experience in FRSC, Omeje brings extensive expertise in road safety management, emergency response, operations, leadership, institutional coordination, and public safety.

Prior to his retirement in March 2026, he served as DCM in charge of Operations, where he was responsible for developing and coordinating nationwide operational strategies, supervising field commands, overseeing special intervention patrols, analysing road traffic crash data and strengthening operational responses to road safety challenges.

Throughout his career, he also served in senior leadership positions, including Zonal Commanding Officer in Osogbo and Ilorin, Assistant Corps Marshal (Federal Operations), and Sector Commander in Lagos and Anambra States. His responsibilities included coordinating road safety enforcement, emergency rescue services for crash victims, public education, inter-agency collaboration and strategies to reduce road traffic crashes.

Omeje is currently the managing partner of Hystar Integrated Global Limited.

Paschal Achunine, executive director, HEI, says as a member of the board of trustee of the NGO, Omeje brings valuable practical experience and strategic leadership that align with our mission to save lives, strengthen emergency response systems and improve access to timely care for vulnerable communities. His extensive experience in road crash prevention, emergency rescue and nationwide operational coordination will further strengthen HEI’s work in post-crash care, first responder training and health emergency preparedness.
