Moldova taps ex-Horizon Capital partner Tofan as prime minister

Moldova’s parliament elected investor Vasile Tofan as prime minister, placing a former private equity executive at the helm of the country’s EU accession negotiations and economic reforms.

Moldova’s pro-Western parliament elected businessman Vasile Tofan as prime minister on Tuesday, backing the 44-year-old investor with a 53-to-21 vote, with 21 abstentions. His appointment comes three weeks after the sudden resignation of former premier Alexandru Munteanu. Munteanu stepped down after just eight months, triggering the automatic resignation of the entire government when he stated he could “no longer exercise my mandate in accordance with my principles and beliefs.”

Tofan brings a distinct private markets pedigree to the executive office. Until recently, he served as a senior partner at Ukraine-based investment firm Horizon Capital. He also holds an MBA from Harvard Business School alongside undergraduate and graduate degrees in public administration from Erasmus University in the Netherlands. For international investors, his professional background suggests a leadership approach oriented toward structural economic reforms and Western capital markets integration.

President Maia Sandu, who nominated Tofan, has tasked him with immediately proposing a new cabinet. Sandu stated that Moldova “must have a united, strong team in the government” to fulfill its ambition of joining the European Union. The country formally opened accession negotiations with the EU last month alongside Ukraine, initially targeting five chapters focused on rule of law, fundamental rights, and democratic institutions.

A second, economically critical cluster of negotiations opened last week. This phase covers foreign relations, security and defense policies, trade policy, development cooperation, and humanitarian aid. For a landlocked former Soviet republic situated between Ukraine and EU member Romania, these trade and foreign policy alignments are essential to unlocking future EU structural funds and broader cross-border commerce.

Moldova’s geopolitical positioning makes it a persistent battleground between Russian and European influence, complicated by a sizable Russian-speaking minority. Establishing political continuity is crucial for market confidence. By elevating an investment professional to the premiership, Moldova is signaling to Western capitals and institutional investors that its EU integration will be driven by a technocrat familiar with the mechanics of private capital.
