Singapore’s Kim Heng Forms South Korean Joint Venture for Offshore Drilling
Singapore-based Kim Heng is partnering with South Korea’s Heungwoo Industrial to capture growing demand for specialized onshore and offshore pipe construction in the Asian market.
Singapore-headquartered offshore marine contractor Kim Heng has agreed to establish a joint venture in South Korea to expand its regional footprint in specialized trenchless construction. The agreement, signed on August 24 by Kim Heng’s 50-percent-owned subsidiary Thaitan International, will create a new entity named Heungwoo Thaitan alongside South Korean marine and civil construction firm Heungwoo Industrial.
The partnership is designed to capture market share in horizontal directional drilling, pipe jacking, and direct pipe works across both onshore and offshore environments in South Korea. For Kim Heng, the move represents a strategic lever to scale its engineering and construction capabilities in a mature, high-demand Asian infrastructure market.
Under the joint venture agreement, Heungwoo Industrial will anchor the local operational footprint. The South Korean firm will supply administrative, legal, and financial support, alongside critical on-the-ground resources including site preparation, local material procurement, marine support, diving services, and logistics.
Thaitan International will drive the technical and managerial execution of the new entity. Its contributions will encompass feasibility studies, front-end engineering design, detailed engineering, and project management, as well as the provision of specialist trenchless construction equipment and dedicated personnel.
Governance of the new company will be split evenly to reflect the collaborative nature of the investment. The board of directors will feature two members, with each parent company appointing one representative.
The director nominated by Thaitan International will assume the role of chief operating and financial officer. Meanwhile, the appointee from Heungwoo Industrial will serve as the chief executive officer, ensuring local market leadership guides overall corporate strategy.
