ANTT Clears Auction of Brazil’s 733-Kilometre Minas-Rio Rail Corridor

Brazil’s land transport regulator has approved the auction of a key freight railway, setting a precedent for transitioning existing infrastructure into the country’s modernized rail regime and unlocking major capital investment.

Brazil’s National Land Transport Agency (ANTT) approved the definitive tender notice for the Minas-Rio rail corridor on Thursday. The decision clears the path for an auction covering approximately 733 kilometres of freight railway connecting the mining state of Minas Gerais to the Atlantic coast.

The corridor will be auctioned in two distinct lots. The first connects Iguatama to Barra Mansa, including a branch between Varginha and Lavras, while the second extends from Barra Mansa down to the port of Angra dos Reis.

Bidders will compete for a symbolic minimum grant of R$1 (US$0.19). The true financial commitment lies in mandatory investment pledges, as the winning operator must assume full responsibility for maintenance, recovery, and modernization. Within two years of taking over, the new operator is required to submit a comprehensive upgrade plan.

A Precedent for Existing Assets

This auction represents a critical test for Brazil’s 2021 Railway Law. While recent deals have focused on greenfield projects built from scratch, this tender transitions existing tracks from an old-style concession into the new regulatory framework. Marcelo Fonseca, the director overseeing the process, called the tender a lead case that colleagues expect will shape every future rail auction of this kind.

The federal audit court (TCU) initially raised concerns over the symbolic one-real grant price. It mandated a simplified technical study to validate the economics of freight demand and operational recovery before clearing the project on 20 August. ANTT confirmed to its board that all court determinations have now been satisfied.

The regulator also adjusted the live-bidding mechanics, allowing up to three bidders to advance to the open outcry round regardless of the gap between their initial offers. The formal publication of the notice will trigger a mandatory 100-day waiting period before proposals can be received.

Market Watch and Next Steps

Market participants will closely monitor which entities enter the bidding. Mining groups, steelmakers, and existing rail operators have strong strategic incentives to secure a rebuilt route to Angra dos Reis, particularly given Barra Mansa’s proximity to the CSN steelworks in Volta Redonda.

The railway is currently operated by Ferrovia Centro-Atlântica (FCA), the rail division of logistics group VLI. FCA must now execute a detailed separation of the tendered stretches, as ordered by the audit court. Success in this transition could accelerate similar projects, including the Malha Oeste corridor, which carries roughly 29 billion reais in planned investment.
