Canada lends C$195 million to quantum startup Xanadu for Toronto photonics plant

The Canadian government is providing a C$195 million loan to Nasdaq-listed Xanadu Quantum to build a domestic photonics manufacturing facility, marking a strategic escalation in global competition for quantum computing supremacy.

The Canadian government will provide a C$195 million ($140.78 million) loan to Xanadu Quantum to construct a photonics manufacturing plant in Toronto. This represents the country’s largest financial commitment to quantum technology to date.

The federal funding constitutes half of a C$390 million potential government support package the company announced in March. Xanadu anticipates securing the remaining C$195 million from the Ontario provincial government shortly.

This investment underscores intensifying state-level competition in advanced computing. It arrives months after the Trump administration allocated $2 billion in equity stakes across nine quantum firms to cement United States leadership in the sector.

Founded in 2016 by Chief Executive Christian Weedbrook, Xanadu develops quantum systems utilizing photonics. Unlike competing architectures that require extreme cooling to mitigate errors, Xanadu’s light-based technology is engineered to operate at room temperature.

The company went public on the Nasdaq in March following a blank-check merger. While its quantum systems are not yet commercially available, Xanadu already counts AMD and Tower Semiconductor among its clients.

Revenue-linked repayment

The federal loan features flexible terms tied to the company's financial performance rather than fixed schedules. "Essentially repayments in the future will be based as a percentage of revenue going forward," Weedbrook said. The Toronto facility is also expected to create up to 275 jobs.

Currently, Xanadu handles all chip design domestically. The company then sends these designs to partner foundries across the United States, Asia, and Europe for production.

Industry experts continue to emphasize quantum computing’s capacity to accelerate scientific discovery and solve complex problems. However, widespread commercialization remains hindered by the technology's extreme sensitivity to environmental disturbances, including sound.
