Baxter takes Vanguard Europe investment helm amid fixed income shift
Vanguard has promoted internal fixed income specialist Rachel Baxter to lead its European investment management division, a strategic move that aligns the region with the firm's global indexing leadership.
Vanguard has tapped Rachel Baxter to run its European investment management division, putting a seasoned US fixed income specialist in charge of the region's trading, research and portfolio operations. Baxter will also directly lead the European bond index team. She replaces Geoff Parish, who is moving to the US to become Vanguard's global head of fixed income indexing.
The appointment transfers heavy-hitting fixed income expertise across the Atlantic. Baxter most recently served as co-head of Vanguard's US bond index team, where she held senior leadership responsibility for a multi-disciplinary portfolio covering more than $1.4 trillion in assets. Those assets were spread across mutual funds, exchange-traded funds and funds of funds.
Bringing that scale of operational experience to Europe signals a potential alignment of the region's investment apparatus with Vanguard's most complex indexing desk. Before her US leadership role, Baxter worked as a portfolio manager on the global bond index team. Her earlier career also included roles in global fixed income investment strategy, portfolio construction and European credit research.
Leadership pipeline
Parish's departure and Baxter's subsequent promotion highlight a deliberate succession pipeline within Vanguard's indexing business. Handing the European region to a manager fresh from overseeing $1.4 trillion in US assets points to a strategy of importing proven leadership. This is particularly relevant as passive fixed income markets grow more competitive and demand sophisticated trading capabilities.

Vanguard managed $13.3 trillion globally as of May 30, 2026. For institutional and retail investors in Europe, Baxter's arrival means the division overseeing their passive allocations is now run by an executive with a direct line to the firm's newly appointed global fixed income chief. That structural proximity could streamline how European trading desks execute with global capital markets.
