European Firms Upgrade Infrastructure as Extreme Heat Days Set to Triple

European transport operators are incurring significant capital and operational costs to upgrade infrastructure for unprecedented temperatures, a shift that signals deepening climate risks for regional supply chains and corporate assets.

Eurostar is redesigning its next-generation fleet to withstand 55 degrees Celsius, up from an initial 45-degree threshold. The costly engineering shift comes as extreme temperatures force European transport operators to reprice the long-term resilience of their physical assets.

The high-speed rail operator will equip up to 50 new Celestia trains with advanced cooling systems before they enter service in 2031. "These trains will enter service in 2031 and run into the 2060s so it's essential to be prepared for the future," a Eurostar spokesperson said.

The operational toll is already straining logistics networks across the continent. At Oslo Airport, operated by Avinor, ground crews have pumped 13,000 liters of water onto the tarmac every hour to prevent 52-degree asphalt from damaging aircraft stands. In Stockholm and across southern Europe, public operators are painting railway tracks white to prevent heat-induced buckling.

A quiet catastrophe for corporate balance sheets

For investors and executives, extreme heat represents "a quiet catastrophe" that degrades operational efficiency, according to Lena Fuldauer, head of resilience and business development at Allianz Risk Consulting. The financial damage often stems from equipment failures, increased maintenance, power grid strains and workforce disruptions rather than immediate physical destruction.

This structural adjustment is only beginning. Climate X director James Brennan noted that under a high-emission scenario, extreme heat days are projected to double or triple across central Europe by 2050. "Southern Europe faces the most severe conditions, with parts of the Iberian Peninsula, southern Italy and Greece projected to exceed 40 to 55 extreme heat days per year," Brennan said.

European regulators are acknowledging that current infrastructure planning is fundamentally outdated. The European Commission plans to release a new integrated framework for climate resilience to ensure transport and energy policies reflect actual environmental conditions. "It is clear that the efficiency and intent of all policies is being compromised by climate change unless that is calibrated into the policy design," a Commission spokesperson said.

As the continent warms at twice the global average since the 1980s, the insurance industry is struggling to absorb the systemic risk. "The insurance industry cannot solve this problem alone but needs to work with government and international organizations to develop scalable solutions for extreme heat," Fuldauer said.
