EU Sanctions HTX Exchange Over Russian Evasion Claims

The European Union has sanctioned crypto exchange HTX for allegedly facilitating Russian sanctions evasion, cutting the platform off from European operators and signaling stricter enforcement under the new MiCA framework.

The European Council added HTX, formerly Huobi Global, to its Russian sanctions list on Thursday. The exchange is now one of 18 entities penalized for providing crypto-asset and payment services that frustrate EU restrictions. Under the amended measures, EU operators are strictly prohibited from conducting any transactions with the blacklisted platform.

EU officials framed the decision as a necessary step to cut off financial infrastructure supporting Moscow. “The Union has repeatedly taken measures to identify financial institutions, credit institutions or entities providing crypto-asset services or payment services that facilitate a continued financial lifeline for Russia’s war of aggression against Ukraine,” the bloc stated. The authorities specifically cited services that connect to the Central Bank of the Russian Federation's messaging system or enable the circumvention of Union prohibitions.

For institutional investors and market makers, the designation effectively forces an immediate cessation of all European business with HTX. Compliance departments must now ensure no capital flows between EU-based entities and the exchange, a logistical challenge that typically results in frozen accounts and severed banking relationships. The move underscores how digital asset platforms are increasingly treated with the same scrutiny as traditional financial institutions in geopolitical conflicts.

A broader regulatory squeeze

The HTX sanction arrived alongside a broader tightening of the EU's crypto regulatory net. Officials announced that Belarusian nationals and residents will be prohibited from owning, controlling, or managing crypto exchanges and digital asset service providers. This restriction is being enforced in direct compliance with the region’s Markets in Crypto Assets (MiCA) framework, illustrating how the new rulebook is being leveraged to address geopolitical risks.

HTX now faces a coordinated Western crackdown. The UK government imposed similar sanctions on the exchange in May, stating there were “reasonable grounds to suspect” it supported the Russian government by moving funds facilitated by sanctioned entities. HTX has previously told Cointelegraph that “regulatory compliance remains [its] absolute top priority” and that it will “proactively monitor and strictly adhere to regulatory frameworks in all jurisdictions.”
