US Launches Trade Probe, Threatens EU Tariffs Over Tech Fines

President Trump has opened a Section 301 trade investigation into the European Union, threatening "substantial" tariffs in retaliation for regulatory penalties levied against major US technology companies.

The United States will launch a trade investigation into the European Union, President Donald Trump announced on Friday, paving the way for a "substantial" tariff on the bloc in retaliation for regulatory fines against American technology companies.

The probe will be conducted under Section 301 of the Trade Act of 1974, a legal mechanism that permits the imposition of tariffs in response to foreign practices found to unfairly burden US commerce. Trump explicitly tied the investigation to the European Commission's recent enforcement of its Digital Markets Act.

That regulation seeks to curb the market power of major technology platforms. The immediate trigger for Friday's announcement was the commission's €890 million ($1 billion) fine against Google, which accused the search giant of prioritizing its own services. Trump rejected the EU's reasoning, claiming the penalty was issued "without explanation" and amounted to "'ROBBING' American Companies and, in turn, the American Taxpayer."

For markets, the development effectively weaponizes broad trade policy to counter targeted tech regulation. European regulators have historically relied on antitrust fines to police American tech giants, including Apple, Meta and Amazon. By threatening to reverse these penalties and replace them with across-the-board tariffs, the administration is shifting the burden of regulatory friction from Silicon Valley to European exporters.

"The European Union will pay a very big price for this illegal and highly unethical conduct, which I have consistently warned them about," Trump wrote on Truth Social. "The United States of America is not a 'PIGGYBANK' for Europe, nor will we allow it to be!"

The escalation compounds an already tense transatlantic trade environment. Earlier on Friday, the administration used separate Section 301 authorities to impose new duties between 10% and 12.5% on goods from more than 80 countries, including EU member states, over alleged forced labor practices.

While the new tech-focused investigation will take months to complete, the threat alone introduces fresh volatility for investors. US tech stocks face continued regulatory headwinds in Europe, while European manufacturers and exporters must now price in the risk of a broader tariff offensive designed to shield American corporations.
