US Targets SE Asia Market for Small Nuclear Reactors

Washington is accelerating the export of small modular nuclear reactors to Southeast Asia, signaling a $1.5 billion commercial push to capture regional energy demand and secure critical mineral supply chains.

The U.S. has designated the export of small modular nuclear reactors (SMRs) as a top-tier commercial priority in Southeast Asia, aiming to capture a slice of the region's rapidly growing power market. Following the ASEAN Foreign Ministers' Meeting in Manila, U.S. Ambassador to ASEAN Kevin Kim confirmed the administration is in "deep discussions" with multiple regional governments regarding the technology.

This commercial push is underpinned by a new trilateral framework. A July 7 memorandum of understanding signed by the U.S., Japan, and South Korea at the NATO summit commits the three nations to jointly accelerate SMR deployment in third countries. The Indo-Pacific has been designated as the initial focus for these exports.

For energy executives and infrastructure investors, the strategy signals a concerted effort to open a potentially lucrative frontier for advanced nuclear vendors. Regional electricity demand continues to climb, and Washington views SMRs as a central solution. Kim noted the technology is "an absolute priority for the administration" and will play "a critical role" in meeting future energy requirements.

The nuclear diplomacy is one pillar of a broader capital deployment strategy targeting regional energy security. In early June, Washington unveiled a $1.5 billion investment platform designed to finance the construction of energy infrastructure across India and Southeast Asia.

Alongside Secretary of State Marco Rubio's recent attendance at the ASEAN meetings, the U.S. detailed targeted financial commitments to support this wider energy footprint. A $60 million grant will facilitate private energy sector investment in the Philippines. Meanwhile, $17 million in funding is allocated to secure critical mineral supply chains throughout the Mekong region.

An additional $5 million will be directed toward developing power markets across Cambodia, Laos, Thailand, and Vietnam. Taken together, the trilateral nuclear pact and the targeted funding streams represent a coordinated U.S. effort to boost liquefied natural gas exports, commercialize SMR technology, and secure the raw materials necessary for the energy transition in a fiercely competitive market.
