India’s Sebi Fast-Tracks Securities Transmission for Low-Value Inheritance Claims

The Securities and Exchange Board of India has introduced a simplified transmission process for low-value inheritance claims, reducing administrative friction for investors and market intermediaries.

The Securities and Exchange Board of India (Sebi) has implemented a fast-track framework for the transmission of securities. This revised regulatory system is designed to streamline how ownership of financial assets is transferred following an investor's death, targeting systemic inefficiencies in the market.

The regulator has formally introduced quick transmission processing (QTP) specifically for low-value claims made by immediate relatives. Under the new rules, eligible claimants are defined as parents, spouses, children, and parents-in-law of the deceased investor.

Clear financial thresholds now dictate which claims qualify for this simplified procedure. Claims involving securities worth up to ₹10 lakh in physical form will be expedited. For dematerialised holdings, the threshold for fast-track processing is set at up to ₹30 lakh.

To further reduce bureaucratic delays, the updated framework permits the use of QR code-enabled death certificates for verification purposes. This digital acceptance mechanism aims to replace slower, manual document authentication methods that have historically bottlenecked the transfer process.

The revised framework is explicitly aimed at making the transmission process more efficient, standardised, and investor-friendly. This standardization will directly impact a wide network of market intermediaries, including listed companies, registrars and transfer agents, depositories, depository participants, and mutual funds.

For these intermediaries, the harmonized rules represent a critical operational upgrade. Fragmented transmission procedures across different entities have historically resulted in prolonged settlement times, elevated compliance costs, and inconsistent experiences for retail investors navigating estate settlements.

From a broader market perspective, the move ensures that families gain faster access to inherited capital. By removing unnecessary administrative hurdles, Sebi is reinforcing the overall reliability and maturity of India’s capital market infrastructure.
