Oracle Lands $7B Pentagon Deal to Cushion 38% Stock Slump

Oracle secured a $7 billion, 10-year Pentagon software contract, offering a rare bright spot for a stock down 38% this year on fears that artificial intelligence is eroding its legacy business.

The Department of Defense awarded Oracle a contract worth almost $7 billion over ten years to supply software for its on-premises data centers. The deal covers the military branches, the Coast Guard, and the U.S. intelligence community, with the Central Intelligence Agency acting as the initial customer. Oracle shares climbed roughly 3% in extended trading following the announcement.

The agreement features a five-year base period encompassing perpetual and subscription licenses, maintenance, and consulting. Department of Defense Chief Information Officer Kirsten Davies said the agency will save taxpayers a minimum of $441 million "by fundamentally improving how we procure on-premises Oracle capabilities."

For investors, the contract provides a crucial anchor of predictable revenue for a company currently facing severe market skepticism. Oracle stock has lost 38% of its value this year as traders worry that the generative AI boom threatens traditional software incumbents. Locking in a defense contract of this scale demonstrates that legacy infrastructure remains a viable and lucrative market, even as the industry shifts toward cloud-based AI solutions.

Those fears were partially validated in June when the company reported a 2% year-over-year decline in quarterly software revenue, despite its database products remaining deeply embedded in large enterprises. To fund its aggressive pivot, Oracle has taken on tens of billions of dollars in debt to construct specialized AI data centers. The capital expenditure has weighed on the balance sheet, though the strategy is yielding results in high-growth segments, with cloud revenue surging 47% driven by demand from clients like OpenAI.

The Pentagon award is the latest in a series of favorable developments for Oracle under the current administration. Co-founder Larry Ellison contributed $45 million to a nonprofit supporting President Donald Trump's 2024 campaign and was an early White House guest during Trump's second term to announce the Stargate AI infrastructure project. The administration has also backed Oracle's bid for a stake in TikTok's U.S. operations, while the Defense Department inked prior agreements with Oracle for AI deployments in classified networks.
