UK Reappoints Stephen Doughty to Steer Gibraltar Treaty Through Parliament

The UK government has reappointed Stephen Doughty as Minister of State in the Foreign, Commonwealth and Development Office, ensuring continuity as the newly signed UK-EU Gibraltar treaty moves toward parliamentary ratification.

Stephen Doughty has been confirmed as Minister of State in the Foreign, Commonwealth and Development Office. This reappointment secures vital ministerial continuity just days after he signed the new UK-EU treaty on Gibraltar.

This leadership stability is critical for the upcoming implementation and ratification phases of the bilateral agreement. Under the Constitutional Reform and Governance Act 2010, the treaty must now be formally ratified by the House of Commons, a legislative process requiring steady diplomatic oversight.

Doughty brings direct institutional knowledge to this parliamentary hurdle, having been closely involved in the final phases of the treaty negotiations. His prior tenure as Minister of State for Europe, North America and Overseas Territories, which ran from July 2024 to July 2026, ensures established channels with EU counterparts remain open.

Gibraltar’s leadership has publicly welcomed the administrative continuity, citing the need for consistent high-level engagement. Chief Minister Fabian Picardo stated, “I’m delighted to see that Stephen has been reappointed to the post of Minister for Europe.” Picardo further noted that Doughty has “a deep knowledge of the issues affecting Gibraltar from his time in Opposition and in Government.”

For investors and corporate operators in the region, the ratification timeline will directly dictate future regulatory alignment and cross-border trade conditions. First elected as the Welsh Labour and Co-operative Member of Parliament for Cardiff South and Penarth in November 2012, he has previously served on the Arms Export Controls and International Development Committees. He also completed the Armed Forces Parliamentary scheme and served as an Army Reservist.

His reassignment consolidates the Foreign Office’s strategic approach to both European relations and overseas territories. Market participants and regional businesses will now closely monitor the parliamentary schedule for the formal ratification of the Gibraltar accord.
