Enugu State approves 19,000 homes amid Nigeria's 17m unit deficit
Enugu State has approved 19,000 new housing units alongside significant infrastructure upgrades, marking a major regional capital deployment in a country battling a 17 million unit national housing shortfall.
Enugu State's executive council has greenlit the construction of 19,000 homes, split between a 1,000-unit premium development and an 18,000-unit mass housing scheme. Commissioner for Works and Infrastructure Ben Okoh disclosed the approvals over the weekend, noting the projects aim to address the state's housing deficit and curb rising accommodation costs.
The larger 18,000-unit Gateway Estate project will be delivered as a fully serviced residential area, including dedicated roads, water, and electricity networks. The smaller 1,000-unit phase sits within the New Enugu City project, leveraging the recent completion of a 6.5-kilometre dual carriageway and ongoing internal road construction.
The housing push is part of a broader capital expenditure package. The council also approved a 10.5-kilometre road project, Nsukka flood control interventions, the procurement of over 30 pieces of light equipment for maintenance, and the upgrade of the state secretariat complex. Tourism infrastructure also received backing, with approvals for a golf resort and a 5.32-kilometre cable car project.
For investors and construction contractors, the approvals highlight active sub-national demand for large-scale civil engineering and building materials. Nigeria's national housing deficit stands at roughly 17 million units, a gap widened by rapid urbanisation, population growth, and limited access to affordable housing finance. While Enugu's 19,000 units represent a small fraction of this overall shortfall, the scope of the planned development signals tangible procurement pipelines for infrastructure developers operating in the region.
The state-level capital deployment mirrors federal efforts to accelerate housing supply through public and private capital. The Federal Government is currently reviewing a proposal from China Hyway Group Limited to construct 10,000 prefabricated housing units within 30 months under an EPC+F model. "The Enugu State Government has approved the construction of 19,000 housing units aimed to address the housing deficit and reduce the cost of housing in the state," Okoh said.
